Julia Histon, Chief Executive
Julia joined York HA in 2011 as Chief Executive. She has previously worked in housing and regeneration for over 25 years, and has previously worked for Housing Associations, Regeneration Companies, and Local Authorities. Prior to her current role, all of Julia's previous career has been in the North East; including Gateshead, Sunderland, Newcastle, Hartlepool and the Tees Valley.
Julia is Vice Chair of the Yorkshire and Humber National Housing Federation Chief Executive's Group, and an active participant in the regional Smaller Housing Association's Group. She also represents the Housing Association sector on the Housing Board for York, North Yorkshire and East Riding LEP area.
Julia has been a Member of the Chartered Institute of Housing for 25 years and also has a degree in Business Administration. On a personal note, Julia juggles work with a home life involving three school age children, a husband, keeping hens, and representing her local village in the tennis league.
Kate Spencer, Operations Director and Deputy Chief Executive
Kate is Operations Director and Deputy Chief Executive, with responsibility for the day-to-day management and maintenance of the association's housing stock, including rent collection, letting of properties, repairs and customer services. She is also responsible for the management of a wide range of supported housing services, in residential and non-residential settings that are staffed by the Association or by Managing agents on our behalf. Kate deputises for the Chief Executive as required.
Paul Atkins, Property & Development Director
Paul joined YHA in 2012 and has over 25 year's experience in the construction industry. He started his career working in the private sector on various development sites nationally. He has a degree in construction management and is an incorporate member of the Chartered Institute of Building. Paul is responsible for liaising with local authorities and with other interested parties on housing strategies and Local Development Plans to ensure that the Association invests its finance in developing homes where they are needed the most. He works with various consultants, contractors and funding partners on the development of new high quality housing schemes. Paul is also responsible for the planning and delivery of the investment programme for the Associations existing properties. He has a keen interest in sport and lives in York with his wife and two step children.
Cliff Parker, Finance Director
Cliff is responsible for all aspects of financial management, control, reporting and forecasting; including treasury management and rent accounting. He also leads on risk management and oversees the organisation's investment in information technology.
